Spy Training Center or 'Spy Factory' is a Factory building.
Obtaining the Spy Training Center is rather easy, all you have to do is click on the JetSet Secrets icon in your SimCity Social game and a pop-up will greet you asking if you would like to play the new item finding game by EA on Facebook. Once you are in the JetSet Secrets game, just play through it until you reach Level 3 and you will unlock the Spy Training Center which will be located in your SimCity Social Inventory when you return.
